The Law of the Returning Past

Why does so much expert commentary keep getting the world wrong? The analytical tools built for a unipolar moment stop working when the moment ends, and they keep being used long after they have stopped working.

The mechanism

Every era produces a set of assumptions so widely shared that they stop being visible as assumptions. In a unipolar period those include: that economic integration reduces the likelihood of conflict, that institutions constrain the powerful, that there is one direction of political development, and that the dominant power's preferences are the default.

Each was a reasonable inference from the period. None was a law. When the period ends, the assumptions do not announce their own expiry — they persist as the background of analysis, because the professional class that learned them is at the height of its influence precisely when they stop holding.

The result is confident, credentialed and systematically wrong commentary, produced by people who are not making errors of reasoning but running correct reasoning on an outdated model.

A worked example

Take any confident prediction that failed and ask which assumption it required.

Predictions that integration prevents conflict require the assumption that economic interest dominates other motives — true when nothing else was at stake, false when identity or survival enters.

Predictions that an institution will constrain a powerful state require the assumption that the institution has enforcement independent of that state.

Predictions that a society is en route to a particular political form require the assumption that there is a route and one destination.

Now check when each assumption was formed and what conditions made it true. Where those conditions have gone and the assumption remains, you have located the failure — and it will keep producing failures until the assumption is retired.

What would prove this wrong

A period in which the analytical framework of the previous era continues to generate accurate predictions after the conditions that produced it have demonstrably ended.
