- No acceptance obligation in force in the European Union or the United States. European Union: private providers in banking, health, social security, telecommunications and other sectors must accept the digital identity wallet at the user's request from 24 December 2027 (Regulation (EU) 2024/1183, Article 5f). United States: no federal obligation. Brazil: none in the federal identity laws (Laws 13.444/2017, 14.129/2021 and 14.534/2023; Decree 10.977/2022), which make the identity card valid for all legal purposes but oblige no provider to accept it. India: banks must verify a customer's identity by one of four modes, Aadhaar authentication among them, the mode being the customer's choice (Prevention of Money-laundering Act, section 11A, inserted in 2019). Nigeria: any organisation handling a listed transaction, among them opening a bank account, health insurance and government services, must ask for the identity card or the National Identification Number (National Identity Management Commission Act 2007, section 27(2)). Under §2 the Indian and Nigerian duties are duties to identify, not to accept the state credential, and do not count; no acceptance obligation is in force in the universe. Adults aged 18 and over on 1 July 2026, UN World Population Prospects 2024, medium variant: 1,989.8 million in the universe — European Union 370.8, United States 276.8, India 1,049.6, Brazil 164.1, Nigeria 128.4 — so a majority is more than 994.9 million (read 10 October 2026)
