The bet
- The bet
- As advanced manufacturing moves out of Taiwan, the United States' stated commitment to Taiwan softens in language before it softens in conduct.
- Win
- The number of TSMC's plants at five nanometres or finer in volume production outside Taiwan at least doubles from baseline, and after that the language weakens by at least one level on the scale — a move up, from 0 towards 3 — in the same window.
- Lose
- The language weakens before the count has doubled, or the count doubles and the language holds or strengthens. A weakening before the doubling is a loss even if the count never doubles, and it comes before VOID. If the language weakens both before and after the doubling, the first weakening decides.
- Expiry
- One to three years. VOID only if the count does not double inside the window and the language has not weakened before the window closes.

- a plant is a production facility that TSMC describes as a separate facility in its annual report — at its Arizona site it numbers them first, second and third. A plant counts when TSMC states that it is in volume production — not under construction, not equipped, not piloting — and when the most advanced technology listed for its fab in the report's table of fabs is five nanometres or finer. The line is drawn at five and not below it because TSMC counts its four-nanometre process as part of its five-nanometre family.
